The Ministry of Education passed a decision regarding the applied science graduate teachers who are teaching in private and public schools and have not taken Post Graduate Diploma in Teaching (PGDT).

 

Among the decisions are those that will dismiss teachers who have been teaching for more than ten years without training, and private schools will be required to train their teachers at their own expense.

 

According to the decision reached by the Ministry of Education through frequent consultations with various regional and city administration education offices, it was attached to a letter signed by the Minister of Education Berhanu Nega (Professor) and sent to the education offices of ten regions and two city administrations (not including Tigray), the implementation of the decision from August 1, 2014 A.D. The education bureaus and the ministry have discussed and passed the decisions on the four main issues, with the teachers' level, growth and improvement of the education level as the main reason.

 

 One of these concerns applied science graduates who have signed an employment contract and are teaching in high school. Beginning teachers who have served for less than three years will receive a starting salary one level lower than the approved level, even if they have completed the teaching profession.

 

In addition, teachers with a degree in Applied Science who have taught in high school for three to five years, who have not received vocational training, will receive the starting salary set for the beginning teacher category.

 

 In the same position, but with six to eight years of service, teachers with a graduate degree in applied science will receive the salary assigned to a middle school teacher.

 

 Teachers who have been in service for more than five years, but have not taken the training provided by the government for personal reasons, will receive only the basic salary allowed for a beginning teacher until they have completed eight years of service either personally or through the training provided by the government.

 

It has been decided that the owners of the educational institutions should train them at their own expense for the applied science graduates who teach in private educational institutions, but who have not received vocational training.

 

The decision states that the subject taught by the teachers should be directly related to their graduation.

 

Vocational Training in Teaching (PGDT) is offered only by selected government universities, and the training is done by a teacher approved by the Ministry of Education.

 

 It has been decided that the applied science graduates who have been teaching for more than ten years without taking the training, will leave the teaching profession and become only support staff.

 

If education offices want to recruit applied science graduates in their schools, they can recruit top scorers and train them through one-year (10 months) PGDT at coaching universities. But if they face a shortage of teachers, they can hire the graduates one step lower than the junior teachers.

 

Reporter asked Yohannes Benti (Dr.), president of the Ethiopian Teachers Association, what level of education they have to become a teacher, he said, "Those who meet any educational standards, who are qualified and who have received the necessary training and are working as teachers can become members."

 

He said that there are teachers who have not been trained in Teaching Vocational Training (PGDT) but are members of unions organized as employers and employees, and urged that every teacher should take this training.

 

"When there was a shortage of teachers, not only private schools, but also public schools were hiring untrained graduates," said Yohannes (Dr.).

 

According to him, it is a law that has existed since before and this decision was able to be passed in the recent meetings in which the association participated.

 

The decision letter signed by the Minister of Education Berhanu Nega (Professor) indicates that some government training universities should provide vocational training to teachers.
