The 11th African Think Tanks Summit has commenced in Addis Ababa.

The summit, which began under the theme "From Promise to Practice," will last until tomorrow.

Over its three-day duration, it is expected to provide recommendations and generate ideas on policy implementation challenges in public resource management in Africa.

We have learned that 300 think tank policymakers, civil society representatives, private sector leaders, and development partners from 50 countries are participating.

We were informed that the key discussion points of the summit will focus on how Africa can manage its resources with minimal external interference, enact laws such as tax regulations, control expenditures, and repay its debts. The discussions aim to explore how the gap between policy decisiveness and implementation can be bridged.

Other focal points of the summit include addressing persistent policy stagnation in public resource management, reducing dependency on foreign aid, and determining what needs to be done to mobilize the necessary resources for achieving Agenda 2063 and the Sustainable Development Goals.

We have learned that the summit was organized by the African Capacity Building Foundation (ACBF) in collaboration with the African Union Commission (AUC) and the African Leadership Academy.

Suggested Health Article:

Is breast cancer hereditary?

#Breast_Cancer is a disease where cells grow outside their normal system and form a tumor; specialists say that if medical follow-up is not done, the size of the tumor can increase and, by spreading inside the body, it can lead to death.

They point out that according to World Health Organization information, breast cancer, which has been expanding recently, occurred in 157 out of 185 countries in 2022.

The information also shows that globally, about 2.3 million women are affected by breast cancer, and about 670,000 lose their lives to this disease.

It is said that factors like increasing age, excessive body weight, alcohol consumption, and a family history of the disease increase the risk of developing breast cancer.

Is breast cancer hereditary?

Among the many causes that can lead to breast cancer, between 5 to 10 percent occur due to a hereditary genetic mutation passed down through families; this means it occurs when an abnormal (mutated) gene is inherited from a parent, explains Dr. Veronica Afework, an Endocrinology and Breast Surgery Specialist at Black Lion Specialized Hospital.

However, she said, not all people who have a prominent hereditary genetic mutation for breast cancer in their bodies will develop breast cancer.

90 percent of breast cancer types are not hereditary, and Dr. Veronica states that the type called Sporadic Breast cancer develops in the absence of a genetic mutation.

Although there is no specific study conducted separately in our country, they indicate that studies done elsewhere in the world show that 6 out of 10 women who have a genetic mutation can develop breast cancer.

In general, they advise that because people with a family history of breast cancer may have a higher risk than others, it is necessary to regularly examine their breasts, monitor for changes, consult health professionals, and undergo tests as needed.

Complaints are often heard at different times, such as: "The telecom utility destroys the infrastructure it built; the road authority removes the water and sewer lines it installed."

An agency had been established to coordinate the work of these utilities as they expanded their infrastructure.

Later, the task of coordinating the utilities was given to the Urban Development and Infrastructure Ministry. So, what change has occurred?

It is frequently stated that there is a lack of cooperation among the utilities expanding their infrastructure.

Many people complain, saying, "The telecom utility destroys the infrastructure it built; the road administration removes the water and sewer lines it installed."

They also question why there is no coordination between the utilities.

The complaint is also known to the utilities. The fact that they have been found giving statements at different times saying, "We have agreed to work in coordination," also shows this.

In practice, however, what is heard from the public is that not much has changed.

A so-called coordinated development agency had also been established to take on the responsibility of coordinating their work to be done in an integrated manner.

However, in 2014, this organization was dissolved, and the task of coordinating the utilities was given to the Urban Development and Infrastructure Ministry.

The Ministry office has since established a department led by a chief executive officer and has been carrying out the work.

It also has the added responsibility of verifying whether the utilities are executing infrastructure expansion projects in a coordinated manner or not, and reporting to the House of People's Representatives and the Council of Ministers.

So, we asked what improvements have been made since the work was assigned to the Ministry office.

The Ministry's Public Relations and Communication Executive told us that since the work began, the Ministry has been working to ensure that the infrastructure-expanding utilities plan and execute projects jointly.

The executive stated that the public's complaint about the lack of cooperation among the infrastructure-expanding utilities has now decreased, citing the situation in Addis Ababa as evidence.

The chief executive told us that it is now rare to hear one utility suing another for damaging the infrastructure it built.

They also said that this is also the reality in areas outside of Addis Ababa.

Mr. Ethiopia, who also stated that the lack of cooperation among the utilities has continued to cause significant wastage of resources, said that this has also decreased after the coordination task was transferred to the Ministry office.

We have also heard that the reports the Ministry office presents to the House of People's Representatives regarding its work include opinions concerning the coordination of these utilities.

Mr. Ethiopia stated that as the process is being monitored, additional corrective measures will be taken.

We asked Ethiopia Decha, the Public Relations and Communication Executive of the Urban Development and Infrastructure Ministry, about the activities carried out so far during his tenure.

However, two years ago, it was announced that an organization had been established to prevent this very problem.

It was said that the organization was given the responsibility of coordinating the infrastructure projects being built.

It was also stated that it would verify whether the utilities are executing infrastructure expansion in a coordinated manner or not, and report to the House of People's Representatives, the Council of Ministers, and other offices.

Hulet Lib - Part 55 (Kana Television Drama).

A Clinical Overview of Migraine Disorders

Contemporary global health evaluations position neurological conditions, with migraine disorders featuring prominently, as principal contributors to worldwide health morbidity.

Migraine transcends the characterization of a severe cephalalgia, representing instead a multifaceted neurological disease that may also manifest as a symptom of other pathologies. The condition demonstrates a pronounced heritable predisposition and exhibits a non-discriminatory incidence across all demographic age cohorts.

The pain is characteristically unilateral and is frequently concomitant with symptoms such as nausea, photophobia, and phonophobia.

The migraine episode typically evolves through a quartet of distinct clinical phases:

1. Prodrome: This premonitory phase, emerging 24 to 48 hours preceding the cephalalgia, may present with affective disturbances, anorexia, and generalized malaise.

2. Aura: Immediately antecedent to the headache, a subset of patients experiences transient focal neurological disturbances, typically visual or sensory in nature.

3. Headache: The acute phase is marked by intense, often debilitating pain that can persist from several hours to multiple days.

4. Postdrome: This resolution phase, colloquially termed the "migraine hangover," is characterized by protracted asthenia and cognitive impairment, notably diminished concentration.

Epidemiological data indicate a global prevalence of approximately 12%, with a marked female predilection.

What are the established etiological triggers for migraine?

Although trigger profiles demonstrate significant interindividual variability, several ubiquitous factors are recognized:

Stress: Identified as a primary exacerbating factor in nearly 80% of diagnosed cases.

Hormonal Fluctuations: Endocrine variations associated with the menstrual cycle and gestational states are commonly implicated.

Lifestyle and Environmental Modulators: Missed meals, sleep deprivation, meteorological shifts, and exposure to noxious olfactory stimuli are frequently cited precipitants.

Clinical guidance derived from the National Library of Medicine advocates for a preemptive management strategy. This encompasses comprehensive lifestyle modification, meticulous maintenance of a symptom journal to delineate individual triggers, implementation of sleep hygiene protocols, engagement in stress-mitigation practices, consistent aerobic exercise, and systematic avoidance of identified precipitants.

Maintaining vigilance regarding one's health is paramount.

Today, an agreement was signed with Sidama Bank at the head office for it to operate as the Exchange's 26th payment partner.

We also heard during the signing ceremony that the Exchange is constructing a pioneering modern 36-story building in Africa.

Hulet Lib - Part 40 (Kana Television Drama).

Wealthy individuals who receive and distribute the fish production from the Grand Ethiopian Renaissance Dam (GERD) have been called upon to enter the market.

It has been reported for some time that significant fish production is being obtained from the artificial lake created by the dam's construction.

The Benishangul-Gumuz Region, where the dam is located and which oversees the majority of the fish production, reported that in 2017 alone, 5,895 tons of fish were produced.

Although the fish production from the dam could reach all of Ethiopia, it is said that the distribution has so far been limited to a confined route, and wealthy individuals are needed to bring it to the market.

Furthermore, we have heard that because fish is perishable by nature, wealthy individuals are needed who can provide refrigerated vehicles and, by organizing the local community for production, can supply the fish at a competitive price.

Dr. Birhane Tufa, who is the Deputy Head of the Animal and Fishery Resources Development Sector in the Benishangul-Gumuz Region Agriculture Bureau, stated that Elfora Agro Industry, which is part of the MIDROC Investment Group, has recently entered this work.

It is said that over 849 youth in the area have been organized into 72 associations, and 31 of these have entered the fishing business.

The official said that after this, more producer youth are being organized and prepared; the product is abundant; and if investors wishing to engage in this sector come, they will work to connect them with the producers.

Recent information released by the Ministry of Agriculture shows that the site has developed a production capacity of 14,000 kilograms of fish per day.

Dr. Birhane, who states that the fish products from the GERD are very large in volume, pointed out that the fishing gear problems the fishermen have have not yet been resolved.

To solve the repeatedly mentioned problem of fishing boats, we provided 55 boats to the GERD in 2017; of these, 5 are motorized while the remaining 50 are wooden boats; however, they stated that this is insufficient compared to the vast production potential.

When the dam's fish production capacity was discussed at various times, it was said to be 8,000 tons per year, and there is also a study suggesting 22,000 tons per year; but they also indicated that another study is needed to determine the current actual production capacity.

This was said during a job fair jointly organized by Tegbareed Polytechnic College, Nefas Sil Polytechnic College, Kepler and SOS Children Villages.

It is said that if industry and vocational training colleges can provide training together, the student will easily benefit from job opportunities.

Addis Ababa Tegbareed Polytechnic College Deputy Dean Ato Mahamud Tayeb says that students who graduate from vocational institutions should graduate with better skills and qualifications in the field they studied.

This happens when industry and educational institutions work closely. Ato Mahamud said that a student who trains in vocational institutions is not only given the results of the school but also from the industry where he did his practical training.

Now, as in the case of city polytechnic colleges, they are trying to focus on a specific training field by choosing a sector to work well. This will make the institutions more effective, he said.

Kepler Academics and Program Manager Frehiwot Mane told us that they will help other colleges, including the Polytechnic College, by providing training in the activities to make students employable.

Frehiwot Mane explained that they are connecting students with industries to find jobs. He mentioned that this year, the 4th job fair was organized and 70 organizations participated.

Educational institutions should regularly review the types of education. In the past 4 job fairs, we have seen that some types of education cannot be found in the industrial sector outside the government office.

Hulet Lib - Part 37 (Kana Television Drama).

Suggested Article from the editor in chief:

All private higher education institutions in Addis Ababa were assessed based on the new criteria and 485 criteria were reduced from the guideline as no institution was found that met the minimum criteria.

The Education and Training Authority said that it was forced to revise the guidelines for the third time by reducing the criteria set out in the guidelines since it did not find institutions that met even the minimum criteria set out in the guidelines.

However, it was said that only 3 out of 75 private higher education institutions in Addis Ababa met the minimum criteria.

If a decision is made based on this result, it is said that the results will be worse, so those who did not meet the criteria were given an opportunity to meet the criteria within a time limit.

In addition to the 485 criteria that were reduced from the first guideline, it is said that there are many more criteria that were reduced to meet the minimum criteria.

According to the revised guidelines for the third round, only 3 educational institutions, 3 campuses and 17 programs (fields of study) were found to meet the minimum criteria.

It was reported that 25 institutions, 37 campuses and 146 academic fields were given one year to meet the minimum requirements.

We also heard that 62 institutions, 66 campuses and 256 academic fields were given a six-month deadline to meet the minimum requirements.

We heard this at a forum where the Education and Training Authority and the Ministry of Education announced the results of the re-registration and field observation of private higher education institutions in Addis Ababa city.

Representatives of private higher education institutions who attended the forum said that they supported the re-registration, explaining that some of the requirements are difficult given the current situation in the country.

The authority, for its part, had provided the institutions with sufficient information and a deadline before doing this; the requirements were considered too low.

Minister of Education Berhanu Nega (Prof.), who was present at the forum, said that the quality issue is not a negotiable issue and that the education sector will not continue as before.

He explained that for the sake of quality, "we do not have the desire to close private higher education institutions."

Instead, he advised that different educational institutions should merge and establish strong educational institutions.

Since the new guidelines were prepared, we have asked private educational institutions to submit their proposals and set a deadline. This is a very low and final requirement compared to the first guideline, said Ahmed Abtew (PhD).

He also suggested that educational institutions that completely deviate from the standards should be converted into commercial sectors.

Currently, there is no educational institution that the Education and Training Authority closes, but only if it is issued on its own initiative, Hiwot Assefa, the head of the Higher Education Licensing Department at the authority, told us.

The authority has mentioned that the steps to close the office are now being taken if they meet the requirements set for them to meet within 6 months and one year, depending on their level.

The official, who asked us which institutions met the minimum requirements, told us that the procedure does not allow them to list them by name.

It has been said that the field observation conducted in 75 institutions in Addis Ababa alone will be carried out in all parts of the country in the future.

Suggested News:

It has been stated that Omorate town, which is at risk of flooding due to the rising levels of the Omo River and Lake Turkana, is on the verge of becoming history.

Omorate town, the capital of Dasenech woreda, has long been said to be at risk of flooding due to the annual rising of Lake Turkana and the Omo River.

Although a temporary protective dam was built to prevent the approaching water from inundating the town, the Deputy Head of the zonal Disaster Risk Bureau, Nok Nang'a Morone, stated that they are concerned because the water is coming in large volumes and could breach the dam and flood the town.

It is said that the filling of Lake Turkana, which was 1.5 kilometers away from reaching the main town, Omorate, at the beginning of Meskerem 2017 E.C., after flooding nearby woredas in the South Omo zone, is now only a few hundred meters away.

When asked, "Haven't you requested support from the federal government?", the Deputy Head responded: "We have repeatedly informed the federal government, specifically the Disaster Risk Management Commission. The resident has also invited the Prime Minister to come and see the problem firsthand, but we haven't received a substantial response."

They also reported that due to last year's flooding, they relocated over 81,000 residents who were displaced from their areas to dry grounds and are currently supporting them.

We heard from the official that if the rising water level continues and destroys the barrier currently under construction, they are preparing to relocate the hundreds of thousands of residents of Omorate town to another location.

The official, who pleaded for the federal government to look into the problem and provide them with a solution, said, "The effort we are making is becoming beyond our capacity. Our capacity is exhausted. Help us before our town is lost."

Suggested Article:

A national peace conference organized through the Ethiopian Civil Society Organizations Council is scheduled to take place in two weeks, it was announced.

The conference will be held at the federal level in Addis Ababa on Nahase 29, 2017 E.C., it is stated.

Institutions will be given assignments; they will be evaluated on the progress of the tasks they were assigned. All stakeholders are called upon to participate, explained Mr. Ahmed Hussein, President of the Council.

The official stated that if community institutions, including religious institutions and elders, participate in the peace conference, the desired peace can be achieved.

Although parties engaged in war may not be directly included as part of the conference, pressuring them to become aware of the conference's outcome is one method and our mission, they said.

Responding to the point that there are annual peace calls during the month of Pagume but no lasting change has been observed, the official said this one is different. It is not an annual conference prepared quietly; it involves giving assignments to everyone.

Regarding the new draft law for civil society organizations that is being prepared, the officials who were questioned stated: "We have worked to ensure the draft is improved from its initial restrictive content. However, as it has not yet been approved, we are still discussing it; there are parts that need amendment," the officials stated.

It is said that the national conference being organized by the Ethiopian Civil Society Organizations Council will serve as input for the National Dialogue Commission.
